TRANSPORTATION OF WEAPONS AND AMMUNITION

  • Currently, SKYLINE EXPRESS AIRLINES does not accept weapons for passengers traveling on the Airline's flights.

 

UNRULY PASSENGERS

In the conditions of an ever-growing threat of terrorism, the priority area of activity of the «SKYLINE EXPRESS AIRLINES» airline is ensuring the safety of passengers at all stages of air transportation, starting from the moment of check-in for a flight and ending with receiving luggage at the airport of destination. Special attention is paid to ensuring the safety of passengers in flight and maintaining the established order on board the Airline's aircraft.

This is also due to the fact that recently there has been an increase in the number of incidents worldwide, which occur in connection with the illegal behavior of individual passengers during the flight. Unfortunately, such a negative trend did not escape the civil aviation of Ukraine.

Some passengers, usually in a state of alcohol intoxication, ignore the established rules of behavior in flight and commit illegal actions on board the aircraft, which destabilize the psychological microclimate on board, significantly interfere with the normal work of crew members, and cause discomfort for other passengers , and ultimately pose a real threat to flight safety.

The basis of SKYLINE EXPRESS AIRLINES policy regarding unruly passengers is intolerance towards persons who commit offenses and unacceptable actions.

At the same time, the provisions of the Tokyo Convention of the International Civil Aviation Organization of 1963 are taken into account, according to which the aircraft commander, in order to ensure flight safety and maintain discipline on board, may disembark any passenger who has committed or is about to commit an act on board the aircraft that poses a danger to aircraft, people or their property, on the territory of any state where the aircraft lands.

Acting within the framework of international and national legislation, SKYLINE EXPRESS AIRLINES provides its aircraft crew members with a wide range of powers to stop illegal actions and maintain order on board.

In case of any aggressive actions on the part of the passenger, the crew members have the right to use all possibilities, including measures of physical restraint, to settle the situation and transfer the offender to the representatives of law enforcement agencies at the airport of boarding. At the same time, in order to restore order on board and ensure the security of passengers, aircraft commanders of the SKYLINE EXPRESS AIRLINES are given the right to make an unplanned landing at any nearby airport.

Not limited to these methods, SKYLINE EXPRESS AIRLINES has developed and implemented a system of accounting and monitoring of persons who have committed offenses on our flights. In accordance with the requirements of the Air Code of Ukraine (Article 91), the Airline refuses further transportation for any period of time to an individual who, being a passenger on its flight, committed actions that posed a threat to the safety of the aircraft or people.

Such persons are included in the "List of Unwanted Airline Passengers" (or, as it is often called by the media, the "Black List") for a period of 1 to 10 years, taking into account the level of public danger committed by the offender.

During this period, the SKYLINE EXPRESS AIRLINES refuses to transport passengers who violate it on its flights. Considering that our Airline operates flights on more than 5 international lines, and is the sole carrier on some of them, such punishment is often even more effective than the collection of monetary fines or the application of administrative sanctions by law enforcement agencies.

In addition to entering the data of the offender in the "List of Unwanted Passengers", the Airline Company reserves the right to collect from the offender in court proceedings all expenses incurred by it as a result of illegal actions.

For your information, we provide a list of illegal actions that may lead to the entry of the offender's data into the "List of Unwanted Passengers" of the Airline Company:

  • inappropriate behavior, ignoring the requirements of ensuring flight security;
  • refusal to comply with the legal requirements of aircraft crew members;
  • verbal insults and threats to the life and health of crew members or other passengers;
  • smoking on board the aircraft;
  • consumption of alcoholic beverages, if they were not served by the crew of the passenger cabin;
  • violence, psychological pressure or direct intimidation, threats or intentional harm to life or health, or property of passengers, crew, or the Airline;
  • violence, threats or interference in the actions of crew members during the performance of their official duties, or actions that may lead to the crew losing the ability to perform their official duties;
  • dissemination of false information, which caused a threat to the security of the aircraft;
  • sexual harassment towards members of the flight crew or other passengers;
  • attempts to penetrate into the cockpit of the aircraft;
  • unauthorized attempts to open aircraft doors and emergency hatches;
  • any other act that created a threat to the safety of flights or has signs of a crime, the responsibility for the commission of which is provided for by the criminal legislation of Ukraine.

 

PROHIBITED ITEMS AND SUBSTANCES

This information is provided in accordance with the standards and recommendations of the International Civil Aviation Organization (ICAO), the Security Advisory Committee of the International Air Transport Association (IATA), the legislative and regulatory acts of Ukraine and the aviation authorities of the countries to which SKYLINE EXPRESS AIRLINES flies. .

The section contains generalized information regarding the classification and restrictions on the transportation of certain objects and substances.

Items and substances prohibited for carriage by air include weapons, explosives and flammable substances, as well as items that look safe but can be used as weapons - so-called "dual-use items". You may not carry such items through the security checkpoint without permission.

Prohibited items and substances detected during security control are not allowed on board the aircraft. Upon their detection, relevant documents are drawn up, and law enforcement agencies at the airport are also informed.

ATTENTION: Even unintentionally carrying prohibited items through a security checkpoint is a violation of aviation security rules!

With the permission of an aviation security officer or law enforcement agency, you may be allowed to:

  • discuss with the check-in staff the possibility of placing a prohibited item in your baggage, which is transported in the baggage compartment;
  • leave such an item with the persons accompanying you;
  • if possible, leave the prohibited item in your car or send it by mail;
  • leave a prohibited item for temporary storage at the airport of departure (if this is provided for by airport regulations);
  • voluntarily give up the item, leaving it at the security checkpoint.

The procedure for dealing with prohibited items and substances seized from a passenger, as well as the procedures for their storage or return to the owner, may differ depending on the requirements of the legislation of the specific country to which the airport belongs.

The list below contains items and substances that are permitted to be carried and those that are not permitted to be carried in your hand luggage or baggage.

PLEASE NOTE: some items are allowed to be carried in your baggage, but they are not accepted for carriage in hand luggage. Also, pay special attention to the "Notes" column at the bottom of each section - it contains important information about limitations and exclusions.

The list of permitted and prohibited items and substances is not comprehensive, it is updated as necessary. In order to ensure the safety of each passenger, an employee of the aviation security service can assess any item that is not included in the prohibited list as prohibited for carriage. Similarly, an item that is permitted may be considered dangerous and therefore not allowed through the security checkpoint. The final decision in each individual case is made by the authorized personnel of the security control point of the airport of departure.

ATTENTION: the list applies to all regular and charter flights of SKYLINE EXPRESS AIRLINES.

As information, we provide you with the LIST of dangerous objects and substances prohibited for transportation by air transport, defined by the current Aviation Rules of Ukraine "Instructions for the organization and implementation of security control at the airports of Ukraine":

1. Passengers and hand luggage
Passengers are not allowed to carry the following items in hand luggage and personal items for security reasons into restricted access areas and on board the aircraft:

  • pistols, firearms and other devices that fire a bullet charge - devices that can be used to cause serious injury by firing a bullet, including:
  • all types of firearms, including pistols, revolvers, rifles and shotguns:
  • toy guns, dummies and imitation firearms that can be mistaken for real weapons:
  • constituent parts of small arms, with the exception of telescopic sights:
  • compressed air guns and canisters of carbon dioxide, including pistols, pellet guns, rifles and pellet guns:
  • signal rocket launchers and starting pistols:
  • bows, crossbows and arrows:
  • harpoon guns and guns for underwater hunting:
  • slingshots and slings:
  • shock devices, namely:
  • tools for shock damage (guns, sticks, etc.):
  • devices for shocking animals and devices for killing animals:
  • incapacitating and paralyzing chemicals, gases and sprays (Mays gas, pepper spray, acid sprays, animal repellant sprays and tear gas, etc.):
  • pointed objects or objects with a sharp tip, namely:
  • objects intended for chopping (axes, cutters, cleavers, etc.):
  • ice axes and ice axes:
  • shaving blades:
  • knives for cutting cardboard:
  • knives with a blade length of more than 6 cm:
  • scissors with blades longer than 6 cm (measured from the center of the hinge):
  • martial arts tools with pointed ends or pointed edges:

  • tools with blades or rods longer than 6 cm that can be used as weapons (screwdrivers, chisels, etc.):

  • blunt instruments, namely:
  • baseball bats and softball bats:
  • sticks and batons, namely different types of police batons (hard, flexible and batons with a flashlight, etc.):
  • tools for martial arts:
  • explosives and incendiary substances and devices, namely:
  • ammunition:
  • detonator capsules:
  • detonators and fuses:
  • copies or imitations of explosive devices:
  • mines, grenades and other explosive devices of military purpose:
  • pyrotechnics, including pyrotechnic products for fireworks:
  • smoke grenades or cartridges:
  • dynamite, gunpowder and plastic explosives, etc.

 

2. Passengers and checked baggage

Passengers are not allowed to carry the following items in checked baggage:

  • explosives and incendiary substances and devices, namely:
  • ammunition;
  • detonator capsules;
  • detonators and fuses;
  • mines, grenades and other explosive devices of military purpose;
  • pyrotechnics, including pyrotechnic products for fireworks;
  • smoke grenades or cartridges;
  • dynamite, gunpowder and plastic explosives, etc.

 

3. Prohibited items and substances in cargo shipments 

It is prohibited to transport mounted explosive and incendiary devices in cargo and postal shipments that are not transported in accordance with existing safety regulations.

 

4. Liquids, aerosols and gels

Liquids, aerosols and gels (hereinafter referred to as LAG) include pastes, lotions, liquid/solid mixtures and the contents of sealed containers, namely toothpaste, hair gel, drinks, soups, syrups, perfumes, shaving foams and other similar items consistency

LAG is transported by passengers in the cabin of the aircraft in plastic bag, which during the flight must be inside closed hand luggage. The total number of  LAG containers per passenger should not exceed 1000 milliliters / 1000 grams. Each unit of  LAG should not exceed 100 milliliters / 100 grams. The number of  LAG units per passenger should not exceed 10 units.

The amount of medication carried by the passenger is determined by a medical certificate from a doctor and in the calculation of their intake during the trip.

 

5. Dangerous goods

When determining the admission for carriage in hand luggage and checked baggage of passengers, as well as cargo and postal shipments, the standards and recommended practice of ICAO Annex 18 to the Convention on International Civil Aviation and ISAO document 9284 "Technical instructions for the safe transportation of dangerous goods by air transport" should be followed .

Additional information on the transportation of liquids, gels and aerosols

All containers of liquids, gels or aerosols must be placed by the passenger in ONE clear, fully closed/sealed plastic bag. The total volume of liquid should not exceed 1 liter (1 quart). The passenger must present such a bag for security screening SEPARATELY from his other carry-on baggage.

Also, the passenger can carry some other liquids, gels and aerosols, namely

  • baby nutritional mixtures/milk (including breast milk), baby food/juice in containers – if an infant or small child is being transported;
  • medicines (liquids, gels/or aerosols);
  • liquids (including juices) or gels for the needs of diabetics or for other medical needs.

Containers of these substances may exceed 100 ml (3.4 oz) in volume, and the containers themselves may not be placed in the above plastic bag. However, in this case, the passenger must declare at the security checkpoint that he has similar substances and justify the need to carry them with him in the cabin of the aircraft.

Additional restrictions do not apply to the transportation of liquids, gels, and aerosols in checked baggage that is transported separately from the passenger.

You can buy liquids (drinks, perfumes) in airport shops located after the security control area or on board the plane.

Such goods must be packed in a special transparent plastic bag, which is sealed in the store and a receipt with the date of sale and the names of the purchased goods is placed in it. If you are traveling further through several airports, do not open the package until checked at the last airport of departure. If the package is damaged, the purchased goods will be confiscated.

Also, it is necessary to remember that the consumption of alcoholic beverages on board the aircraft is prohibited. The exception is drinks offered to passengers by the crew.
